Prezantohet Kodi i ri i Etikës

Më 29 Mars 2018, u zhvillua prezantimi i Kodit të ri të Etikës, një ngjarje e rëndësishme për komunitetin e gazetarëve e që u ndoq nga  gazetarë, publicistë dhe përfaqësues të tjerë të medias e të shoqatave të medias.

Këshilli Shqiptar i Medias si pjesë e grupit të punës në përpilimin e kodit të ri të etikës së gazetarit mori pjesë në këtë takim me përfaqësues Drejtorin ekzekutiv z.Koloreto Cukali  në  eventin e organizuar me këtë rast në Librarinë Tirana Times.

Kodi i Etikës së Gazetarit (2018), që u hartua si pjesë një projekti të përbashkët të Këshillit Shqiptar të Medias dhe Institutit të Medias në kuadër të programit JUREX fianncuar nga  Bashkimi Europian dhe Këshilli i Europës synon të sjellë një version të përditësuar të kodit që reflekton ritmet kolosale të zhvillimit të medias.

Olsi Dekovi, nëndrejtor i Këshillit të Europës për Shqipërinë tha se “Liria e shprehjes pa cënuar privatësinë jane dy elementet thelbësorë të etikes”.

Risia e kodit të ri qëndron në përfshirjen në normën rregulluese të medias on line si një medium që ka shpërthyer në mënyrë të vrullshme por që edhe ka shumë nevojë për orientim pasi bashkë me zhvillimin ka sjellë edhe kaos.

  1. Koloreto Cukali tha në fjalën e tij se në Shqipëri “kaosi ekziston dhe të drejtat e publikut shkelen lehtësisht. Këshilli Shqiptar i Medias si mbikqyrës i zbatimit të Etikës është e vetmja rrugë drejt vetëregullimit”.

Shqipëria e cila është fundit në rajon që ka ngritur një Këshill të Medias ndodhet në një situatë ku lulëzimi i medias online është shoqëruar edhe me shkelje të etikës. Sipas Cukalit nga monitorimet e kryera nga Këshilli në muajin e fundit në vetëm 10 media rezultojnë mbi 70 shkelje të etikës.

Cukali vijoi duke thënë se sa më shumë i afrohemi Europës aq më shumë rruga ngushtohet dhe do të kërkohet që ky kaos të zgjidhet. “Rruga është e gjatë dhe ka vështirësi duke nisur që nga pronarët që nuk janë të interesuar që të ndjekin rrugën e etikës dhe duke vazhduar me gazetarët të cilët nuk kanë kohë dhe janë të keqpaguar për të vazhduar me publikun që është kthyer në apatik”.

Versioni i fundit i Kodit daton në vitin 2006, por nuk zbatohet. Shkeljet e vazhdueshme nga ana e gazetarëve janë kthyer në standard, ndërsa vëmendja editoriale ndaj këtyre shkeljeve është dobësuar.

Por sipas Mark Markut, një nga ekspertët që kanë hartuar kodin  e ri të gazetarit, një herësh edhe anëtarë i Bordit të Etikës, pranë Këshillit Shqitpar të Medias “Etika është një normë dhe zbatimi i saj është një process që kërkon kohën e vet.  Sipas Markut nuk kemi pse shqetësohemi pse nuk merret si ligj se në atë rast regullimi do ti zinte vendin vetëregullimit ndërsa janë dy gjëra të ndryshme”.

Duke cituar Aidan White, Z.Remzi Lani, udheheqës i grupit të punës për hartimin e kodit tha se “ gazetari nuk ka liri fjale por fjalë të përmbajtur. Gazetari është gazetar sepse zbaton etikën” shtoi ai.

Ndërsa gazetari e anëtari i Këshillit Blendi Salaj tha se “ këto udhezime për gazetarinë etike nuk janë kufizim por mënyrë për ta bërë si duhet gazetarinë on line”.

Këshilli Shqiptar i Medias, synon të forcojë dhe të sigurojë Zbatimin e Kodit të Etikës, si mënyra më e mirë për të nxitur vetë-rregullimin dhe përmirësuar cilësinë e medias në Shqipëri.

Këshilli është themeluar dy vjet më parë por ka nisur aktivitetin në shtator me shqyrtimin e anankesave tankesave dhe monitorimin e shkelejve të etikën në disa media e portaleve shqiptare.

The new Code of Ethics is presented

On March 29, The new Code of Ethics of Journalist, an important event for the media community, was presented during a meeting organized on this occasion in the Tirana Times Library, which was attended by journalists, publicists and other media representatives and media associations.

The Albanian Media Council, as part of the working group in designing the new code of ethics for the journalist, was present at the meeting with the Executive Director Mr. Koloreto Cukali.

The Journalist Code of Ethics (2018), prepared in the frame of a joint project of the Albanian Media Council and the Albanian Media Institute financed by the European Union and the Council of Europe under the JUREX program, aims to bring an updated version of the code that reflects the vast pace of media development.

Olsi Dekovi, deputy director of the Council of Europe in Albania, said, “Freedom of expression without violating the right to privacy are the two essential elements of ethics.”

Incorporating regulation for on-line media as a rapidly-exploding media, but also in need of orientation because of the chaos it has created, is the new element of this code.

Mr. Koloreto Cukali said in his speech that in Albania there is “chaos, and public rights are easily violated. The Albanian Media Council as a watchdog for the implementation of ethics is the only way to self-regulation. ”

Albania, which is the last in the region to set up a Media Council, is in a situation where the thriving of online media is accompanied by a violation of ethics. According to Cukali, the monitoring carried out by the Council in the last month in only 10 media resulted in over 70 violations of ethics.

Cukali went on to say that the closer we get to Europe, the more the road gets narrower and the chaos will be solved. “The road is long and there are difficulties starting from media owners who are not interested in following the ethics path and continuing with journalists who do not have time and are badly paid and the general public that has become apathetic.”

The latest version of the Code dates back to 2006 but does not apply. Continued violations of the code by journalists have become standard, while editorial attention to these violations has weakened.

But according to Mark Mark, one of the experts who drafted the new journalist’s code,  one of the members of the Ethics Board at the Media Council, “Ethics is a norm and its implementation is a time-consuming process. According to Mark we do not have to worry about why it is not a law that in that case regulation would take the place of self-regulation, while actually they ere are two different things.

By quoting Citing Aidan White, founder of Ethical Journalism Network, Mr. Remi Lani, who leaded the team of experts said that “the journalists has no freedom of speech but contained speech. The journalist is a journalist because he applies ethics “he said.

While Blendi Salaj, journalist and member of AMC said that “these guidelines for ethical journalism are not a limitation but a way to do online journalism properly”.

The Albanian Media Council aims to strengthen and ensure the implementation of the Code of Ethics as the best way to promote self-regulation and improve the quality of media in Albania.

The council was established two years ago but has started its activity in September with the review of complaints submitted by the public for breaches of code and rights to pricacy.

Meeting with journalists and media representatives about self-regulation

On 20 March 2018, the Albanian Media Council organized an informal meeting with journalists, and media representatives to discuss on ethics and self-regulation also the role of the Council as a promoter of self-regulation acting as watchdog for the implementation of the Code of Ethics.

Representatives of BIRN, Politiko, Dita newspaper, Tema newspaper and Albania Daily News and the members of the Board of Ethics at the Albania Media Council attended the meeting.

 

According to the participants the lack of self-regulation has led to a decline of journalism. This situation has weakened public confidence in the media.

The topics of the discussion focused on the challenges faced by journalists to maintain a balance between the application of ethics and daily challenges of the profession.

Aleksandra Bogdani (BIRN) said that an all-inclusive media debate would bring results. “We must find a way to get all the media involved and to be part of this discussion,” she said.

While Mark Marku, a professor of journalism and a member of the Board of Ethics at the Albanian Media Council, said: “The council should be an intermediate party that serves as a buffer between the public and the media. For Mark, these violations of the Code of Ethics we see in Albania would cause tens of law cases per month if it was in any EU country.”

Alfred Lela of Politiko.al, suggested that members of the Council make a tour through newspaper editorials to explain the functioning of the Council but also the Code of Ethics.

Cukali said, “The period of being free of rules will not last long. If self-regulation does not happen it will be the state that will intervene to resolve the situation”.

The Albanian Media Council aims to ensure the implementation of the Code of Ethics as a form of self-regulation through a mechanism that solves complaints and monitors ethical violations. With the support of Civil Rights Defenders, the Council will launch a project for monitoring code violations.
